It's new technology that's already in place in the City of Utica.  311 is an app that allows residents to easily report things like potholes, storm damage, broken traffic signals and other issues.

Rome 311 is expected to go online in early June.  The new app also allows those who contact the city a way to track the progress of their complaint.  Rome Public Works Commissioner Earnest Conover told the Rome Sentinel that the complaint starts out on a map as a red symbol that will turn green one the situation has been fixed.

The commissioner also said that the 311 app can easily be downloaded to any Android  or iOS smart phone.  He added that currently many people incorrectly call 911 to report issues like storm damage, graffiti or non-working traffic lights.  The new system is expected to cut down on those calls.
