Are Bath Salts Still A Problem in Utica? [VIDEO]

Last spring and summer the City of Utica was the epicenter of a national bath salt craze. Weekly people were rushed to hospitals with bizarre symptoms and violent, irrational behavior. This video, uploaded on Monday March 25, alleges that someone shown fighting was perhaps under the influence of a mind altering substance.

The video is certainly from Utica (I can see the orange recycling bins in the twilight) and shows an altercation and those attempting to break it up.
