It is illegal to park on any Utica street between the hours of 2 am and 7 am, but where are the signs?

I received my first and hopefully only parking ticket the day before the St. Patrick’s Day parade. I was hit with a horrible flu virus the night before. I can honestly say that I was too sick to go outside and move my car off the street. Strangely enough, I felt much better the day of the event so was able to attend. I decided to walk downtown to meet up with my co-workers. While I was on my way,  I noticed an ominous piece of paper on my windshield. I thought to myself: "if they knew how sick I was the night before, they certainly would have cut me some slack."

My ticket was $50 and it really upset me. A: I felt I was too sick to move my car, and B: the street I live on is not clearly marked. There are no ”No Parking Between 2 am-7 am" signs. I knew the ordinance existed only because my friends notified me. How is a Utica visitor supposed to know about this law?

I've met a lot of people that have recently moved to the area. Many of them have received tickets because they were unaware of the overnight parking regulations. I've met visitors who got fined for violating the law too. Is it their fault that they were unaware of the law? All of these individuals were equally ticked off that they received tickets in spite of a lack of "No Parking" signs. Granted, there are "No Overnight Parking" signs posted on the "City of Utica" signs but shouldn't they be posted elsewhere?
