So how exactly do tax rebates work? According to Syracuse.com, any tax rebate is determined largely by whether your local government stayed under its cap and, for school districts, whether officials filed a report on how the district would save 1 percent in its tax collections by being more efficient. Last winter, 2.3 million New York homeowners got one of these checks.
