The Rosetta Mission is set to arrive on Comet 67P/Churyumov–Gerasimenko. So why this comet and why now?

There is widespread speculation that the mission to this comet was conceived to investigate a radio signal first detected twenty years ago emanating from the comet. So is this signal something from nature or something else?

My first thought went to the name of the mission, Rosetta. Named after the famous Rosetta Stone, which allowed modern civilization to learn Egyptian hieroglyphics for the first time. The stone consisted of the same text written in three languages including Greek. Scholars were then able to translate from the Greek.

Is there the same meaning in this Rosetta mission, and a hopes to be able to translate a message from deep space.
