Watch This Newly Released Eerie 9/11 New York Footage

In newly released video from New York, did this camera capture a ghost rising out of the rubble of Ground Zero?

In this video just released, you can see what appears to be a white figure rising from the scene of the World Trade Center. According to First To Know, the video was recorded  immediately following the New York attacks on September 11, 2001.

In the distance, a strange white figure suddenly comes into focus. It is seen rising up from behind the buildings and moving across and off to the right. The figure looks wispy like a cloud or a tuft of smoke. It also looks transparent, much like a ghost, as it shoots off behind the building.
