A Strange Hum Sound in West Seattle [VIDEO + AUDIO]

Every once in a while, there is a report out of an American city about a strange sound. This summer, it’s Seattle that’s suffering from a sound that no one can explain.
The Seattle Sound was recorded by the West Seattle Blog and can be heard here. I really start to hear the hum about :40 seconds into this audio:
