Was There Looting at the Scene of the Boston Marathon Bombings?

A new YouTube video surfaced that may show passersby taking merchandise intended for racers in the Boston Marathon. The video was captured well after the explosions.

The footage was captured by Boston's ABC affiliate, WCVB, Channel 5. It shows a group of people appearing to open up cardboard boxes and taking Boston Marathon jackets.

There is no way to tell if these people were supposed to have this merchandise, but the video seems to show plenty of grab-and-go with this race merch.
