The audit, according to the Observer Dispatch, was ordered by the state Public Service Commission in late 2010.  The majority of the overcharges happened downstate but the audit found upstate customers were overcharged by $8.5 million.  National Grid begs to differ, saying the audit is full of errors and the total of excess charges is more like $175,000.  The commission has started procedures, according to the OD, to determine whether National Grid owes refunds to its customers.
