Are There Spy Drones Flying Over Utica? [VIDEO]

An East Utica resident posted a video that allegedly captures a drone flying over Utica.

The noise of a drone plane is heard in the video which appears to be taken from a balcony. The location appears to be Bleeker Street in East Utica as a sign for the Belview sports bar is visible. The caption of the video on YouTube says,
