EBT cards can be a lifeline for those down on their luck. But they can be abused, too. A store manager in the Wayne County village of Newark became fed up watching an EBT bottled water scam in progress.

The Wayne County Times reports that the manager of the Sav-a-Lot in Newark watched a man purchase several cases of bottled water, proceed to pour out the water in the parking lot then return the empties for cash. It's called the "empty bottle fraud."

The man intended to empty the bottles of water that cost taxpayers a total of $18.35, then take the empty bottles back into the store and cash them in for the 5¢ per bottle deposit.

In this case the man would have netted a total of $6 for his efforts.

The man in the video could have faced food stamp abuse which may lead to arrest or suspension of benefits.
