US Senator Chuck Schumer and city planners in downstate Peekskill are working on a plan to redevelop land on the banks of the Hudson River to create a park district that access downtown shopping and residential districts.  Could this model work for Utica?
The Peekskill plan calls for

new boardwalk and park area, pedestrian trails and river access area and new parking decks for downtown businesses.

Could a similar plan be used in the further redevelopment of the Utica's Harbor Pont access on the Erie Canal and Mohawk River area?
