It's actually easier to run down the states that don't do Powerball. The multi-state lottery is conducted in 42 states plus Washington D.C. and the U.S. Virgin Islands.
The eight states that don't offer Powerball are: Alabama, Mississippi, Nevada, Wyoming, Utah, Alaska and Hawaii as none of those states have any lottery games. California only plays Mega Millions and not Powerball.
