The intersection at Noyes and York streets in West Utica has always given me fits. Specifically travelling northbound on York, is it legal to make a right turn on red onto Noyes?

Here's why I question it. First of all there is no sign prohibiting a right turn on red. However, the Stop Here on Red sign is posted well back from the intersection. I suspect it was placed there to allow access to the parking lot at Dari Del and also for the busses at the nearby school. They have a very difficult time turning at the intersection if there are cars pulled up right to the cross street.

So, the question stands? May I make a right turn on red after I've come to a complete stop at the stop bar? There's no sign prohibiting it but it just feels illegal when I do it.
